Two sought in initiative fraud

Arrest warrants have been issued for two people accused of certifying phony signatures last spring on an Oregon initiative, including the names of some dead people.

Secretary of State Kate Brown and Attorney General John Kroger announced indictments Thursday's of 23-year-old Mia Baggenstos of Portland and 42-year-old Kelvin Moore of Scottsdale, Ariz.

Suspicious signatures were reported by the company collecting names for the initiative that became Measure 67, which would dedicate 15 percent of lottery proceeds for parks.

The Oregonian reports the indictments will not affect the measure's appearance on the November ballot because the sample used to verify the petition did not include any of the problem signatures.
