State: Redistricting initiative doesn't make ballot

Secretary of State Kate Brown says an initiative campaign to take redistricting out of the hands of Oregon legislators has failed, but the backers are fighting in court to get it on the ballot in November.

The proposal backed by conservative activists and led by former Republican legislator Kevin Mannix would set up a panel of retired judges to redraw legislative and congressional districts next year.

Brown said today that the initiative campaign fell about 17 percent short of the 110,000 petitions that were needed.

Mannix argues that Brown's office is overstepping its authority in throwing out thousands of signatures.

The redistricting would be based on the results of this year's federal Census.
